Tiff  Macklem Family Details Tiff  Macklem was born and brought up in Montreal, Quebec, by Dick Janet Gray-Donald. His dad was Birks’ CFO. Peter Macklem, his uncle, was a notable doctor. He went to Selwyn House School in Westmount, where he grew up.

Rather than proceeding to CEGEP, he went to Lower Canada College for one year of pre-college. He acquired a four year certification in financial matters from Queen’s University in 1983 and a graduate degree and a Ph.D. in financial aspects from the University of Western Ontario in 1989.
